Simon is a trial lawyer and problem solver. His trial talent was forged as a prosecutor in the Manhattan and Multnomah County District Attorneys’ Offices. In the Oregon Department of Justice, Simon honed his skills in consumer protection, appellate, financial fraud, securities and investment fraud cases, advocating justice for victims of financial abuse. As a deputy city attorney, Simon advised elected officials and bureaus, and litigated on behalf of the City of Portland and its citizens. With two decades of government law experience at the city, county and state, Simon understands government relations, and how to navigate bureaucracies and get results. Simon also teaches the next generation of lawyers to be zealous advocates and exceptional storytellers who connect with juries, judges, and everyday people.

 

Simon's cases can have broad reach. He played a key role in Oregon DOJ’s OppenheimerFunds securities fraud litigation which recaptured $20 million for Oregon investors, and on the state attorneys’ general Executive Committee for the National Mortgage Settlement which brought $50 billion in relief to homeowners. He expertly handles complex financial cases, including multi-million-dollar racketeering and securities fraud prosecutions. Simon’s innovative, creative approach led to first-of-its-kind litigation and investigations in mortgage fraud, contractor certification fraud, housing developer breach of contract, and pension overpayments. In City of Portland’s business tax collections litigation, Simon led a dramatic increase in annual recoveries from $40,000 to $2.1 million.
